In order to further improve the innovation capability of scientific research team and strengthen the training of innovation personnel,the institute is now actively implementing the plan of bringing in overseas senior talented persons(also known as thousand talent plan for short)in accordance with the demand of the organization Department CPC Central Committee.A few weeks ago the institute successfully brought in its first overseas scholar,Prof.Zhang Tingjun and held a meeting in Lanzhou for the invitation of a new research subject.This makes that the talent introduction work of the institute steps up a new stage.

So far as we know,Prof. Zhang graduated from the Geophysical Institute of Alaska University and was awarded the Ph.D degree.At present,he is a senior research fellow of the National Snow-Ice Data Center,also an academician of the Joint Research Academy of the National Ocean and Atmosphere Program and the Environment Science of Colorad University,and a member of the Editoral Board of “Cryosphere”published more than 120 academic papers and book reviews,over 80% of which were listed by SCI.His main research direction is regional climates, climates changes, land surface processes in cold region,snow,ice,and frozen soils(including permafrost and seasonal frozen soil)etc.

At the meeting Prof.Zhang introducted the conception and expected results of the proposed research work,and with the “snow cover and frozen soil variations in Eurasia and their effects on the monsoon in Asia”as a topic he gave a brilliant report.He also briefly introduced his own research results and academic thought,including climate changes,land surface processes in cold regions,the interactions between cryosphere,hydrology and carbon cycle and the feedback effects.Finally,he said the “thousand Talent Plan”is an opportunity and also a challenge,he will make great effort together with the colleagues of the institute to conduct research work and train research workers,so as to make a small contribution to the scientific research of cold regions.

According to the opinions put forward by the central coordination panel for the implementation of the thousand talent plan, in the coming 5 to 10 years,the state will bring in about 2000 overseas senior talented persons to take part in the state’s key innovation projects,including key deciplines,laboratories,central enterprises,state-owend commercial and financial institutions.Up to now,three batches of selected overseas famous scholars have come to the country and participated in the innovation projects.
