The Tibetan Plateau is one of the regions that earthquake occurs frequently. It is essential to consider the effect of earthquake on the railways and roads. In the research, according to the theories of heat transfer, seepage and dynamic equilibrium equation, assuming that frozen soil is an elastic-visco-plastic material, taking the couple of thermal and mechanical into account, the finite element formulae of dynamic problem are presented, and the computer program of two-dimensional finite element is written. Using the program, the dynamic response of embankment loaded by earthquake is worked out.
